23 October 2018 National Assembly debates Speaking during a debate on the VBS Mutual Bank report, “The Great Bank Heist,” which uncovered an almost R2 billion theft, ACDP MP, Steve Swart, said that it was disgraceful that ANC mayors, officials and high-level political employees and appointed were implicated in facilitating it and that it needed a full investigation. He raised concerns that investigations could be hampered by already over-burdened and underfunded asset forfeiture units, some of whom are still investigating cases from 10 years ago and that had not as yet started investigation state capture allegations. More resources would need to be allocated to law enforcements agencies to be more effective in their work.
